Conditions of approval

The approved provider must ensure that all children being educated and cared for at the service have regular access to genuine outdoor space. Level 1 of the premises must not be routinely used in the education and care of children. The approved provider must not educate or care for more than 12 non-ambulant infants. Prior to commencing operation of the service, the approved provider must satisfy the Regulatory Authority of the following:o That the education and care service premises comply with building requirements under the relevant building law in Victoria.o That the design of the building, and the Emergency Evacuation procedures of the service, facilitate the safe and timely evacuation of all occupants, including babies and small children, when operating at full capacity and normal staffing levels. Evidence of this must be supported to the satisfaction of the Department by expert opinion from a relevant authority or suitably qualified practitioner such as:- A Fire Engineer- A Building Surveyor with expertise in fire safety- An Access Consultant- The Metropolitan Fire Brigadeo That the building works have been completed in a manner that meets the requirements and obligations of the National Quality Framework. The approved provider is required to ensure objects are not placed in a manner that may allow a child to climb over barriers or fences; and, all play equipment in the outdoor play spaces are maintained and placed in a way that meets the requirements of the Australian Playground Standards (Standard AS 4685:2014) with particular consideration given to falling space, impact areas and free space. The approved provider must ensure that they incorporate and maintain natural elements and features within outdoor spaces.
