Conditions of approval
The service is approved to provide education and care to children from birth up to and including over preschool age. The service is not approved to provide education and care to school children. The mirrors installed at the service are constantly maintained and operational to ensure the facilitation of supervision of children at all times they are being educated and cared for at the service, having regard to the need to maintain the rights and dignity of the children as required under regulation 115 of the Education and Care Services National Regulations. The service is approved to provide education and care to children up to 2 years of age on the first floor of the service only. As part of the requirement to conduct three (3) monthly emergency and evacuation procedures rehearsals in accordance with regulation 97(3) of the National Regulations, the Approved Provider must, from the date of the initial service approval, engage an appropriate expert such as a person/entity holding a QBCC license in emergency procedures, a fire safety advisor or fire safety engineer to observe and report on one rehearsal (including the suitability of the designated assembly area) within the first three months of the services operation and then at least annually thereafter. A copy of the initial (within three (3) months) and the annual evacuation outcome report is to be supplied to the Regional Office of the Regulatory Authority in which the service is located within seven (7) days upon receipt of the report by the Approved Provider together with any proposed actions to improve evacuation procedures; this includes an assessment of the suitability of the designated assembly area. The approved provider must ensure that no outdoor play equipment is placed within one metre of the perimeter fencing in the roof top outdoor play area. The approved provider must not provide education and care to more than 16 non-ambulant infants at any one time. The approved provider must ensure that a ratio of 1 staff member to 2 non-ambulant infants is maintained within the service at all times education and care is provided to non-ambulant infants, to assist in the safe evacuation of these children from the service during regular rehearsals and any actual emergency. Staff who are responsible for evacuating non-ambulant infants are not to be responsible for evacuating any other children, other than children who are 3-5 years old. Staff who are responsible for evacuating children aged 2-3 years old are not to be responsible for evacuating any other children. The approved provider must ensure that at any time education and care is provided to children, the following number of staff must be present, regardless of any required educator to child ratios:a.within the level 2 childrens indoor space, a minimum of 4 educators must be present;b.in the level 3 playground, a minimum of 4 educators must be present; andc.in the level 4 playground, a minimum of 3 educators must be present. It is a condition of the service waiver that the Approved Provider must ensure that a supervision plan is in place to ensure that the blind spots on all levels are adequately supervised. The Approved Provider must ensure that all staff are trained in relation to the supervision plan and that the plan is followed by all staff at all times that children are being educated and cared for. It is a condition of the service waiver that the Approved Provider must ensure that convex mirrors are installed and maintained at all times. The mirrors must be positioned to ensure that adequate supervision of the corners and blind spots on throughout the service can be maintained. It is a condition of the service waiver that the Approved Provider must ensure that a minimum ratio of 1:9 educators to children is maintained on level 2 of the service in relation to children aged 3-5 years at all times that children are being educated and cared for. It is a condition of the service waiver that the Approved Provider must ensure that a supervising educator is stationed outside the nappy change and toilet area on level 2 at all times that toileting and nappy changes are taking place. In relation to the level 3 play space, it is a condition of the service waiver that the Approved Provider must ensure the following minimum ratios are maintained at all times that children are being educated and cared for:a.1:9 educators to children in relation to children aged 3-5; andb.1:4 educators to children in relation to children aged 2-3. In relation to the level 4 play space, it is a condition of the service waiver that the Approved Provider must ensure the following minimum ratios are maintained at all times that children are being educated and cared for:a.1:9 educators to children in relation to children aged 3-5; andb.1:4 educators to children in relation to children aged 2-3.
