Conditions of approval
This service is approved to provide education and care to children from birth up to and including over preschool age, not including school children. The approved provider must not educate and care for more than 8 non-ambulant infants at any one time. The approved provider must ensure that no outdoor play equipment or natural vegetation is placed within one metre of the perimeter fencing of any children's outdoor play space or childrens covered play areas. The approved provider must ensure that the supervision mirrors installed at the service are constantly maintained and operational. This is to ensure the facilitation of adequate supervision of children at all times they are being educated and cared for at the service, having regard to the need to maintain the rights and dignity of the children as required under regulation 115 of the Education and Care Services National Regulations. The approved provider must ensure that a ratio across the service of 1 staff member to 2 non-ambulant infants is maintained at all times education and care is provided to non-ambulant infants to assist in the safe evacuation of these children from the service during regular rehearsals and any actual emergency. Staff who are responsible for evacuating non-ambulant infants are not to be responsible for evacuating any other children, other than children who are 3-5 years old. The service's Chief Fire Warden is not able to be counted in the required ratio for evacuating non-ambulant infants, due to other responsibilities with this role. Staff who are responsible for evacuating ambulant children aged 1536 months are not able to be counted in the required ratio for evacuating non-ambulant children due to their responsibilities for evacuating young ambulant children. As part of the requirement to conduct three (3) monthly emergency and evacuation procedures rehearsals in accordance with regulation 97(3) of the Education and Care Services National Regulations the approved provider must, from the date of providing education and care at the premises, engage an appropriate expert in emergency procedures, a fire safety advisor or fire safety engineer to observe and report on one rehearsal (including any proposed actions to improve evacuation procedures and the suitability of the assembly point) within the first three months of the services operation, and then at least annually thereafter. A copy of the initial (within three (3) months) and the annual evacuation outcome report, including any recommendations for actioning, is to be supplied to the Regional Office of the Regulatory Authority in which the service is located within seven (7) days upon receipt of the report by the Approved Provider. It is a condition of the service waiver that the approved provider must ensure that an adequate amount of healthy, live plants in a variety of species and sizes is maintained at all times, in both the actual childrens outdoor areas and the childrens covered play areas of the service premises. This is to ensure children are afforded adequate opportunities to explore and experience the natural environment as required under Regulation 113 of the Education and Care Services National Regulations. It is a condition of the service waiver that the approved provider must utilise 56m of covered space outside of the service's entry and kitchen, to satisfy part of the unencumbered outdoor space required.
